Position Title:              FIRST ENGINEER OFFICER

Reports To:                  CHIEF ENGINEER

Summary:

The First Engineer will be the designated deputy of the Chief Engineer, and for this reason he must familiarize himself with the duties of the Chief Engineer so he may take over should the Chief Engineer become incapacitated. Therefore must be fluent in English both written and oral.

The First Engineer will be responsible for, and his primary function will be the daily upkeep and maintenance of all the machinery spaces.

Assisting the Chief Engineer directly and be actively involved in leading the team in the Safe, Efficient, Cost Effective Operation, ensuring that maintenance on all the equipment is maintained to a high standard, but also to a high level of cleanliness. Ensuring the vessel is operated within ALL international standards IMO, SOLAS, ISM and the WSC company SEMS, so that the vessel can operate in a Safe, Secure and be Environmentally compliant, and in line with WSC company policies.

The First Engineer must have a clear understanding of the needs of our passengers ensuring their comfort at all times, also be aware of the needs of the other departments such as the hotel and deck departments, and promote good working relationships between those departments, whilst also ensuring the needs of the technical department itself. In doing so must demonstrate an air of calmness and professionalism during difficult technical situations.

He will be fully conversant in Public Health standards, especially from a technical perspective.

Finally the First Engineer must demonstrate a willingness to embrace all WSC company policies and procedures, show self-motivation to excel in all aspects of the job duties and responsibilities, and overall be a synergistic leader of an international team, by establishing and maintaining a courteous and professional demeanor and lead the team by example.

Essential Duties & Responsibilities:

First Engineer:

  • Promulgate a culture of safe and environmentally compliant operations throughout the vessel.
  • Manage all engine machinery space equipment maintenance verifying compliance with Flag & Class and WSC company policies. Always confirm that the machinery is operated in a safe, efficient and cost effective way, and personnel are following the code of safe working practice.
  • Immediately reports all machinery spaces equipment that has sustained damage or serious malfunction to the Chief Engineer.
  • Promptly actions work orders from AmosW fleet maintenance program and accurately records history, performance of the machinery on completion of the work order in AmosW.
  • Offers guidance and oversees the other maintenance managers regarding their AmosW work orders to ensure that they are consistently recording their work orders correctly.
  • Works closely with the Technical Storekeeper to ensure sufficient levels of stock are maintained for both spare parts and consumables for planned upcoming maintenance and to cover unplanned breakdowns.
  • Consistently monitors all purchase requisitions appertaining to the machinery space equipment and provide detailed required parts descriptions to the Technical Storekeeper.
  • Works closely with the Chief Engineer to establish “Priority PO’s” in the system to ensure cost effective management of the team.
  • Supports the Chief Engineer with REFMAN dry-dock / wet-dock specifications ensuring detailed defect writing is carried out.
  • The First Engineer will be proactive with daily machinery space inspections, to ensure safety is maintained at all times and that all environmental procedures are being followed. Will promote this safety and environmental culture to all technical staff, encouraging team work and actively engages the full team to identify operational improvements and initiatives to further improve the quality assurance of the machinery spaces. Develop these initiatives with full team input to ensure team engagement and when required execute the said improvements.
  • The First Engineer will offer guidance and support to the Hotel Technical Service Engineer and Team, to ensure a high quality hotel services is maintained, this may also include manpower support from the machinery spaces team to ensure a speedy return of any guest service malfunction. Of course this can also work in the opposite direction if there is an urgent need in the machinery spaces for extra manpower from the hotel team.
  • Offer full technical support to all project initiatives being carried out by external contractors aboard. Ensure those external contractors follow WSC safety policy and also practice COSWP.
  • Follow fleet technical policy and procedures and SEMS regulations and encourage the team’s full participation, leading by example.

Other Duties for Safety Training / Watch Management / Staff Development:

  • Actively participates in shipboard safety training to ensure safety preparedness of the team. Ensures full familiarity of the safety equipment aboard and offers motivation to the team in this area to ensure an understanding of the safety culture is maintained at its highest level.
  • Consistently monitors the General Emergency preparedness of the team, and acts as On Scene Commander in a machinery space emergency.
  • Provides mentoring and training to ships technical officers and crew.
  • Be the watch manager to ensure all watches are carrying out their duties in a safe and cost efficient way, adhering to all environmental policies and are familiar with worldwide regulations for the area that the vessel is sailing in. Ensure that all watch logs are being maintained correctly.
  • Know the team and watch roles and be familiar with their required duties as set out by the Chief Engineer. Monitor the watch performance and promote good communications so that basic
  • ERM functions are being followed.
  • Identify top performers and mentor them towards future qualification upgrade and eventual promotion. However also offer guidance and further training to those team members who are struggling to maintain our standard, ensuring a PIP is in place to enhance their knowledge, and develop opportunities of further performance improvements.
  • Promptly completes team performance appraisals, advising the Chief Engineer directly on all issues.

Requirements:

  • Certificate of competence CoC Class1 Unlimited for Chief Engineer..
  • STCW 4th Part Basic Training
  • Fluent In English “Written & Oral” Communications.
  • Computer skills with AMOS, Refman, Word, power point and excel.
  • Excellent communication skills and ability to relate to guests and employees at all levels.
  • Must have ability to interface and maintain effective relationships with all departments and employees in a highly diverse environment and able to execute operational imperatives in a swift and demanding environment.

Work Environment:

  • The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
  • Mostly working in, a hot and noisy ship machinery space environment and be aware of the suitable PPE to use in these cases.
  • Will be required to lead a team in general emergency incidences
  • Will be required, to enter enclosed spaces.
  • Working in an office environment to maintain accurate reports

Rotation is 3 months on 3 months off.

Regularly required to sit and stand.

Walk up and down stairs and ladders and enter tanks.

Occasionally required to lift and/or move up to 40 pounds.
