General description

The Operations Manager is responsible for a clear operation for the head office of the company and fleet vessels. Working in a multi-national environment, the official language will be English. The position is based in the Netherlands.

Responsibilities & Duties

Operations and general

  • Lead the company operation for the short and long terms. Ensure everything is in line with the company business plan and achieve company targets, this all in cooperation with other HOD's.
  • Supervise all related processes/tasks regarding the operation department. Ensure this is in line with the company policies and procedures
  • Manage all fleet vessels in the most cost effective way, while ensuring the highest quality.
  • Ensure all terms are in line with the vessel specification for SMA and/or C/P. This needs to be monitored on a daily basis.
  • Chartering issues (NOR \ claims \ etc. ) proper follow up \ filing Follow up and analyze any incident / unsatisfactory performance of the vessels
  • Manage that all D/A's procedures are followed
  • Include new vessels into management process and ensure this is in line with the procedures defined in SMS.
  • Inform the CEO in case of any breakdown, operational issues which may have financial / operational / environmental / HSQE related and / or reputation impact to the company.
  • All operations needs to be in line with the company policies, maritime rules and regulations and industry standards
  • Responsible for updating vessels in view of calling ports as per company port screening procedure.
  • Acts as deputy CSO and is responsible for screening guards as per company procedures together with CSO.
  • Cooperate with the technical department to achieve maximum performance of the vessels
  • Cooperate with the QHSE department to achieve high company standards are reflected on all vessels
  • Cooperate with the Vetting department to achieve vessel approvals by Oil Majors of all vessels
  • Cooperate with the Crew department to ensure only qualified crew is engaged on all vessels
  • Cooperate with the Insurance department to ensure vessels are adequately insured at all times
  • Cooperate with the IT department to ensure IT processes are maintained on all vessels
  • Manage any outstanding items related to the SMS, in line with international, local and industry regulations and/or requirements.
  • Monitoring vessels provisions and bonded orders, ensure all have been in comply with company policy and alerting PRC department.
  • Monitor vessels deck consumable orders purchased on voyage expenses, ensure everything is in comply with company policy and alerting PRC department.
  • Follow up on vessels tank cleaning process, ensure that chartering instructions are not contradicting company policies. Monitor the procedure carefully in case of any potential damage to the vessel or in case of dispute with the charterers (fresh water, chemicals, rest hours etc.) Timely inform the management once needed.
  • Visit the vessels regularly and create a senior and internal audit visits in line with company SMS.
  • Inform the CEO in case of any changes
  • Monitor vessels day to day operations provide advice and inform Masters if needed.
  • Achieve the most efficient procedures and policies to reduce unnecessary load from vessels, TOP 4 crew company manuals, procedures and policies
  • To ensure proper remarks are being added to company actions list
  • Coordinate companies departments to achieve short terms tasks and long terms targets
  • Coordinate with charterers for any inquiry or requests.
  • Review OMs inquires and decide how to proceed in cooperation with Vetting department
  • Manage ship/shore drill plans
  • Monitor DA desk expenses. Look into at least four DA's per month.
    - Detail review of the DA
    - Review if invoice approval policy has been followed
    - Review budget codes and correct if needed
  • Monitor office appearance, inform the HR manager if needed.
  • Settle proper ways of communication (2 ways) and share major issues and ideas with 3rd parties in order to improve performances
  • Is accountable for achieving his / her objectives.
  • systematically monitors the effectiveness of verification and inspection activities within his / her department and within the fleet

Health, Quality, Safety and Environmental protection management

  • To comply and improve a safety culture throughout the fleet in order to achieve the company HSSE objectives of zero accidents/incidents
  • Will be responsible for safe and correct working conditions both onboard and in the office.
  • Verify all accidents, incidents and near misses.
  • Member of the emergency response team.

Crew

  • Coordinate with crew manager to ensure crew processes are in line with company SMS and short/long term plans.
  • Attend de-briefing and briefings of Masters, C/E's, chief officers as per SMS
  • Familiarization of the new employees and provide in-house training to all seagoing employees.
  • Job interviews of new candidates

Insurance

  • Provide assistance and all required information of insurance related issues. This needs to be in line with company SMS and short/long term plans.
  • Assisting Masters with insurance related issues if needed
  • Utilizing the P&I Club correspondents if needed
  • Substituted by - QA manager

Qualifications

  • Master Mariner above 3000GT II/2
  • Minimum 2 years' experience as CPT.
  • Theoretical and practical experience in vessel operations, with a minimum three years.
