Description
Junior Deck Officer with supervisory responsibility. Supports the Senior Officer with the charge for a navigational watch at sea and in port and for the safety and security of passengers and crew. May be assigned ‘the charge’ for watch in port and for the safety and security of passengers and crew. Directly responsible to the Captain; the 3rd Officer supports the Senior Officers with the charge for a navigational watch and side duties as assigned by the Staff Captain.
Key Responsibilities
- Emergency Duties as assigned.
- Supports the Senior Officer with the charge for a safe navigational watch as assigned by the Master, in accordance with company HESS-MS and regulatory requirements and reports the navigational progress of the voyage per the Master’s standing orders. May be required to take the charge for port watches.
- Calls the Master whenever the situation requires, and a Senior Officer fails to do so.
- Communicates effectively with the Master, Staff Captain, VPO and all members of the Navigational Watch.
- Must be familiar with all of the Safety critical aspects of the Safety Management System.
- Participates in safety drills and instruction of onboard safety procedures, drills and alarms and fire drills for crew members.
- Supervises mooring and anchoring operations during berthing and anchoring evolutions.
- Supervises lowering and hoisting of tenders, tender platform rigging and securing operations and Tender Service operations.
- Available for Security duty at the gangway and on shore as required.
- Promotes a Safety Culture through teamwork, Safety Inspections and hazard identification.
- Responsible for compliance with the Deck Department Risk Assessments.
- Performs safety briefs as needed prior to work activity. Ensures all crew members are performing their duties in accordance with all safety protocols and using proper safety equipment.
- Prioritizes ethics and compliance including health, environmental protection, safety and security in day-to-day duties.
- Empowered to use ‘Stop work Authority’ and encourages all crew members to use the same ‘Stop work Authority’ whenever they observe working practice not in compliance with the Company Safety Management System.
- Mentors the professional development of Deck Cadets, Deck Clerk and Safety Ratings
- Supports/Oversees the Deck Clerk with administration duties if required.
- Supports the Voyage Planning Officer with duties if required.
- Supports the Safety Officer with duties if required.
- Supports the Training Officer with duties if required.
- Instructs passengers and crew in the proper use of life saving equipment and assists in the testing and recording of safety and lifesaving equipment maintenance.
- Understudy the 2nd and 1st Officer as appropriate to ensure readiness for advancement in rank
- Other duties as assigned by the Staff Captain.
Skills, Knowledge & Expertise
Education:
- National Seaman’s Book
- Navigational OOW Certificate of Competency, unlimited (as accepted by the Flag State of the vessel).
- If required, Navigational OOW Certificate of Equivalent Competency issued by the Flag State of the vessel.
Experience:
- 3rd Officers are entry level Deck Officers. Newly hired Officers preferred to have experience on deep sea trade vessels and sailing experience as a Bridge Watchkeeping Officer.
