Safety Officer

The Safety Officer shall:

• Identify, plan, arrange and conduct, or oversee and assess all training in safety matters onboard

• Be familiar with and active in the company’s Safety and Environmental Management System (SMS)

• Monitor that Departmental Heads are instructing crew members in the company’s SMS and monitor that all requirements in the system are followed

• Work with Managers and Supervisors to confirm that they are aware of their safety responsibilities and that they are ensuring the teams under their guidance are utilizing safety procedures and promoting safety awareness and also increase their ability to achieve this through training and safety follow ups

• Utilize the Safety Theme of the Month to expand on safety forums by departments, thereby increasing the overall vessel’s safety consciousness of a general safety issue or safety subject

• Receive near miss reports and useful safety suggestions and where applicable forwarding them for fleet attention or adoption

• Carry out safety risk assessments, propose improvements or changes to procedures to enhance safety and assist in safety investigations to find the root cause

• Establish and maintain good interrelations to the other department heads and work together with them when scheduling crew for training and exercises.

• Arrange together with the Personnel Manager an opening time at the Personnel Manager's office for sign on crew, receive required documentation from the sign on crew, and make sure that all safety numbers are properly manned.

• Ensure that all crew know their duties and instructions according to the vessel’s Station Bill and Emergency Plan in accordance with the existing international and national legislation.

These duties include and are not limited to:

• Operational Command, On Scene Command, Mobile, Area Control, Fire & DC, Air & Supply, Evacuation and Coordination of same, Reception, Documents and Valuables, Child Care, Special Care, Supply, Forward Team, Assembly Stations and Coordination of Same, Lifeboat crews, Supernumeraries

• At all times keep the vessels computer records and file system regarding crew’s safety competence updated.

• Schedule with the Firefighter/Firemen to carry out alternate daily safety and fire prevention rounds of the vessel.

• With the Firefighter/Firemen carry out random checks on firefighting equipment.

• View the Fire Equipment Log and communicate to the Staff Captain any deficiencies that may require shoreside resolution.

• Have the ability to develop a strong liaison and arrange exercises either tabletop or practical with port authorities and shore emergency resources

• Evaluate with the port authorities to construct a ship to shore mass evacuation plans for the vessel including a visual overview with key points, contacts, contingency materials and instructions in each port the vessel visits and forward the finished plan for uploading to the central database at NCL headquarters

Be responsible for the planning, briefing, execution, debriefing and registration of the drills.

Train Mobile, Air & Supply and Fire & Damage Control teams in the event no Fire Fighter is assigned to the vessel.

• Serve as the Chairman of the Crew Safety and Environmental Committee.

• Be responsible for identifying the need for training and education regarding safety matters and arrange with qualified instructors in subjects where the Safety Officer is not qualified for the training. Qualified instructors can be internal and external resources.

• In lieu of the Staff Captain may assess Bahamas approved STCW courses that he/she has not instructed which shall be conducted in accordance with Regulation 1/6 of the STCW Code.

• Maintain, oversee and apply as required the Safety Training Library including computer based interactive safety training modules

• Update the vessel's Safety Bulletin Board

• Examples of internal instructors are Environmental Officer, Ship’s Physician, Medical Officer, Firefighter and Security Officer. If external instructors or training facilities are required he/she must utilize the company’s approved procedure.

• On completion of contract submit a "Completed Course Form" SMS F611.01 Safety Officer's completed Courses and "Handover Report" SMS F611 Safety Officer Handover to the Director Safety Training and Development

• Performs other related duties as assigned or as directed. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.

• Must be familiar with the Safety and Environmental Protection Policy and the SMS, and carry out the policies and procedures appropriate for his/her position.

• Must be able to train all personnel from all departments, promote safety awareness and the shared responsibility of safety to all team members and in doing so maintain the emergency preparedness of the vessel and reduce accidents and injury to passengers and team members.

• The Safety Officer shall be subordinated by and shall report directly to the Staff Captain, but shall also report to the Master in matters regarding safety.

• Subordinated and reporting to the Safety Officer is the Firefighter/Fireman and Safety Secretary.

• The Safety Officer position does not need to be manned by a person with qualifications or certificate as Deck Officer, the Safety Officer shall not be assigned to sea watch.

QUALIFICATIONS

• Minimum of two (2) years experience training STCW classes at a Bahamian Maritime Authority approved STCW educational/training center is required.  

• Basic to Intermediate level of knowledge and experience of how national and international laws apply in the maritime industry is required.

• Intermediate to Advanced level English verbal and writing skills, including the proper use of English grammar is required.
