Position Summary:

The Maritime Navigation/Nautical Ops Superintendent is responsible for developing, implementing and sustaining shipboard marine naviagation and safety programs as they relate to nautical operations including training, investigations and emergency planning. Maintain processes that support ship board safety plans and provide monitoring and analysis for incidents, suggestions and non-conformities. Track and follow-up on corrective actions related to the safety program. Investigate incidents including conducting interviews with involved persons including senior shipboard officers and fact finding using technological systems as well as physical evidence.

  • Maintain high level of understanding of shipboard Navigation Policies and Procedures (NPP)
  • Work with all RCL brands nautical operations departments as well as all levels of shipboard deck officers and crew to continuously improve NPP (Navigation Policies and Procedure)
  • Chair the Navigation Working Group including scheduling, agenda, minutes and action plans. Present group discussions to senior management
  • Develop and maintain shipboard navigation assurance program
  • Coordinate all aspects of this program including VDR monitoring
  • Develop training programs including regulatory STCW shipboard training
  • Monitor regulatory, training compliance for the fleet including training provided by vendors and new build startup safety training
  • Provide quality assurance for shore side safety training facilities used by RCCL
  • Develop and maintain a process which ensures all training programs are periodically reviewed and subject to continuous improvement
  • Conduct investigations of shipboard incidents and accidents. Interview all persons involved including senior shipboard officers
  • Prepare detailed investigation reports and present report details and findings to senior management and external agencies including port state control authorities, flag state authorities and classification society inspectors
  • Prepare follow-up action plans from investigations including safety bulletins, lessons learned training documents and detailed action items
  • Act as primary point of contact for external authorities during unique circumstances, safety inspections, audits and investigations
  • Monitor internal and external safety reports including Accidents, Incidents, Compliance and Suggestions for improvement
  • Coordinate feedback and monitor Corrective Action status for AIRTS (Accident/Incident Recording and Tracking System), Internal/External Audits, Master's Annual Review and Safety First Program
  • Generate reports and statistical data from AIRTS (accident reporting database) as required for senior management including Board of Directors and management review meetings
  • Provide analysis of data and present action plans related to this information. Monitor AIRTS database accuracy and provide content-based support and training for shipboard and shore side users
  • Maintain current knowledge of safety related regulatory issues with particular focus on IMO, Flag State and Port State Regulations
  • Represent the industry and company at international regulatory meetings such as IMO
  • Represent RCL in industry working groups and meetings and other fora
  • Research new technology for navigational and safety equipment and develop safety related policies and procedures
  • Maintain working knowledge of shipboard safety systems and equipment such as navigation, and other bridge equipment

Requirements:

  • Bachelors degree or a minimum of 8-10 years of experience is required with primary responsibilities in the marine operations, regulatory and safety fields with primary responsibility in the training, implementation and administration of safety system and processes
  • Master Mariners license with shipboard experience
  • Experience supporting various information technology software programs including navigation or machinery automation systems
  • Proficient knowledge of maritime laws and regulations and reporting requirements as applicable
  • Knowledge of relief and public safety organizations, both local and federal
    certificates, licenses, and registrations
  • Advanced knowledge of personal computers within a Windows environment including e-mail, Microsoft Word, Excel, Access database architecture and related printers and equipment
  • Excellent interpersonal skills to communicate with all level of employees and management in a multi-cultural environment
  • Ability to Travel 15% to 20% of the year
