Position: Marine Operations Manager
Reports To: Director of Marine Operations.
Company: Anglo-Eastern Cruise Management Inc.
Location: All locations where Anglo-Eastern has an Office can be considered. (See website for locations). Preferbly in Europe

Important Note: Candidates MUST have Senior Rank experience onboard cruise ships to be considered. Additionally, existing cruise shore-based experience is a plus.

Job Summary:

The Marine Operations Manager oversees and manages all day-to-day aspects of marine operations, ensuring efficiency, safety, and compliance with the Company’s SMS, international and local regulations, and laws. This role requires a dynamic individual with strong leadership skills, technical expertise, and a deep understanding of maritime operations onboard a cruise ship. The Marine Operations Manager will be responsible for coordinating vessel schedules, itinerary planning, ensuring maintenance and safety standards, and optimizing operational performance. This position plays a critical role in ensuring the smooth and efficient functioning of marine activities, contributing to the overall success of the organization. Key responsibilities include liaising with regulatory bodies, vessel management, crew supervision, and coordinating maintenance and implementing best practices to enhance operational efficiency. The Marine Operations Manager will also be expected to stay updated on industry trends and best practices in marine operations and recommend process improvements and innovations to senior management.

 

Key Responsibilities:

1. Vessel Monitoring and Operations Management
• Oversee day-to-day marine operations of the fleet and ensure compliance with safety regulations and the Company’s SMS.
• Ensure all marine shipboard safety and environmental policies are carried out in accordance with international and national regulations, and Company procedures.
• Liaison with Masters and Staff Captains, Flag States, Classification Societies, Port Control States, Health Organizations, Owners, and Operators.
• Assist and supervise the established standards for assigned vessels, in collaboration with the Marine Directors
• Collaborate with other departments and external stakeholders, to ensure smooth operations and customer satisfaction.
• Deal with non-conformities covering the operation of the vessels.
• Zodiac/Tender operations management and maintenance monitoring.
• Introducing operation plans and policies for equipment and software installed onboard related to operations such as OLEX, Alcoliser, Wartsila FOS, AVO etc.
• Prompt support and assistance are provided to operators and owners applicable to vessel marine operations.
• Compliance with the Company’s operational manual and policies. Review and analysis of the same for the purpose of improving the system and the efficiency of the operation.
• Advise the Director of developments in regard to the vessels’ operation, shoreside operation, and owners/operators requirements.
• Undertake additional projects and tasks assigned by the VP or Director of Marine Operations, contributing to departmental strategic goals.

2. Quality, Safety, Health and Environmental Protection Management
• To comply with and improve safety culture throughout the fleet in order to achieve the company's objectives.
• Will be responsible for safe and correct working conditions both onboard and in the office.
• Verify all accidents, incidents, and near misses related to marine operations.
• Review or create forms and policies relating to operations in the SMS.
• May be required to carry out or assist in accident investigation and/or VDR review.

3. Security Management
• Alternate Company Security Officer for the Company when assigned.
• Conducting Ship Security Assessments and developing tailored Ship Security Plans.
• Investigate security incidents when they occur, when assigned.
• Ensuring the security of a company’s assets, personnel, and ships.
• Implementing and monitoring security measures that comply with the ISPS Code
• Developing robust safety protocols and crisis management to prevent data breaches, phishing, and malware
• Support and advisory to fleet Captains and SSOs concerning security.

4. Emergency Response and Support.
• Member of the emergency response team.
• Support to Captains and bridge officers as part of the Master’s decision support system onboard.
• On-call for emergency response and navigation hazards.
• On-call for all security and stability-related emergencies and responses.
• Coordinate and assist during medical-related incidents and evacuations.
• Assist in crisis and crowd management.

5. Navigational Support
• Route Monitoring, Weather monitoring, and cautionary advice to vessels.
• Navigation equipment troubleshooting assistance as required.
• Ensuring proper manning, safety procedures, navigational equipment, and the proper training of shipboard personnel.
• Monitor the implementation and effectiveness of the instructions given in the Marine Operations Team.
• Assure that the Master is fully familiar with all instructions and that he has taken appropriate steps to ensure that all of the marine personnel have been made aware of the instructions relevant to the delegated tasks and duties.

6. Regulatory & Statutory Inspections
• Monitor assigned vessels to ensure customer satisfaction and readiness for third-party inspections.
• Preparing vessels for surveys, internal, external, and third-party inspections such as PSC, USCG, USPH, PHAC, PSSC, MLC, ISPS, ISM, Class, Flag, P&I, Owners, AECO, IAATO, etc.
• Ensure that USCG, and USPH standards are achieved for applicable vessels sailing in the US in accordance with the VSP manual and CFR.
• Coordinating and supporting vessels for inspection observations and non-conformity closure, including record keeping.

7. Port Operations
• Preparing and verifying itineraries for operators/owners wrt speed, distance, availability, etc.
• Vetting the ports and area of navigation to deem fit for the individual vessels wrt safety, navigation, environment, and fuel efficiency.
• Ensure the vessel complies with all International and local regulations and laws for the scheduled port of call.

8. Regulatory and Internal Data Management
• Ensuring vessels are complying with the data reporting systems as per the SMS.
• Verifying data entered by vessels is accurately recorded.
• May be required to coordinate with ECD and ESG departments for data collection and submission required for operators and/or owners.
• Collection and submission of data to owners and/or operators for external regulatory submissions such as IAATO, AECO, EPI, etc.
• Troubleshooting assistance to vessels for data systems as required.
• Brief understanding of various regulations such as MRV, Fuel-EU, EU-ETS, etc.
• Maintain awareness of changes within the industry, keeping up-to-date with press releases and reviewing industry codes.
• AVO system management, including amendments and changes to ensure optimum efficiency.

9. Crewing
• Interview assessments of Deck Officers and Security Officers may be required.
• Carry out de-briefings and briefings of Deck Officers.
• Familiarisation of the new employees with the team.
• Creating and/or amending interview processes.

10. Training
• Guide and inspire cadets and officers on operational procedures, ensuring compliance with company and regulatory standards.
• Ensure training standards onboard are up to the industry and Company’s standards.

 11. Medical Management

• Assist in medical inventory management and supply.
• Ensure Medical inventory, equipment maintenance, and manning complies with regulations.
• If needed, may be required to coordinate and follow up with the technical team for delays in medical procurement.

12. Insurance
• Provide assistance and all required information on insurance-related issues. This needs to be in line with company SMS and short/long-term plans.
• Assisting Masters with insurance-related issues if needed
• Utilizing the P&I Club correspondents if needed.

13. Travel
• Occasional travel for training, meetings, or to attend relevant conferences.
• Travel to the vessel for Ship Security Assessment, verification, and assisting in vessel preparations prior to inspection.
• Travel to the vessel as part of the shoreside takeover team which may include verification of the operational status of the vessel, certification, and may also include training the start-up crew onboard wrt Muster list and emergency duty roles.
• Coordinate and assist compliance and technical department as required during ship visits/projects.

 

Qualifications:

Education: Marine degree from a recognised university.
Experience: Minimum three years onboard cruise ships as a First Officer or above.
Skills:
• Strong managerial, organisational, and communication abilities.
• A collaborative mindset and ability to work effectively within a team.
• In-depth understanding of maritime operations, international regulations, standards, and guidelines.
• Operational expertise in cruise vessel management and compliance.
• Familiarity with marine technology, including navigation systems, communications equipment, and vessel maintenance and repair procedures.
• Experience in auditing, risk management, and marine incident investigations (a plus).
• Additional training or degrees related to accident investigation, Public Health, Insurance, auditing, leadership, or management (a plus)
Language: Fluent in spoken and written English.
