Summary:
The QA Manager reports to the VP Quality Assurance, and is responsible for carrying out assigned technical, organizational, and administrative tasking related to the company’s Safety Management System and overall vessel management. He/she is responsible for assisting in the implementation and the management of various procedures and programs including Safety of Life at Sea (SOLAS), International Convention for the Prevention of Pollution From Ships (MARPOL), Safety Management (ISM Code), Security (ISPS Code), Maritime Labor Convention (MLC) and ISO 9001 (Quality) and ISO 14001 (Environmental) programs reviewing and developing processes to assurance compliance and conformance to national and international maritime regulations. The QA Manager will also deal directly with Flag State and Port State offices as well as Class Societies and consultants to facilitate required vessel inspections, audits, assessments and investigations.
The QA Manager will also facilitate company meetings such as Safety, Management Review, and develop training as required. This position is a conduit and is a liaison between the ships and the main office. This position communicates directly with vessels in regards to procedures, policies and other regulatory requirements. Other functions will include training, communications, reporting, recordkeeping and compliance. The candidate should be an independent thinker who can perform assignments with limited supervision. Some travel may be required.
Job Duties/Responsibilities:
- Create, update and distribute QSE system manuals
- Maintain ISM/QSE files, track documentation to and from vessels. Maintain logs to ensure documentation properly recorded and maintained.
- Schedule internal and external vessel and office audits.
- Participant and facilitator in all QSE related matters- liaise with all department heads
- Motivate and direct the education of shipboard and shoreside staff as it relates to ISM/QSE. Completes new employee safety orientations; and completes other safety training as required.
- Facilitate the Office Safety Committee meetings and assist with the Management Review meetings.
- Compile, analyze, interpret and report inspection results and incident reporting for key performance indicator (KPI) tracking and reporting.
- Partners with department Heads on safety and accident investigations to complete, or assist in the completion of, investigations of accidents, injuries and vessel incidents.
- Review incident/injury reports and Corrective Action Requests (CARS) and perform root cause analysis.
- Ensure all services meet internal and external customer needs and expectations to fulfill company objectives.
Skills:
- Ability to read, analyze and interpret regulations, management system standards, common maritime publications/journals and legal documents
- Proficiency in computer systems and software applications including spreadsheet and presentation applications.
- Ability to work within, and communicate effectively with, all levels of employees and management including shipboard officers and crew.
- Ability to work, with minimal supervision, maintaining productivity and efficiency when required.
- Ability to apply appropriate safety procedures and equipment to protect company, employee and customer’s assets
- Acts with urgency to meet and resolve employee and customers' needs.
- Very strong English writing and communication skills.
- Previous Maritime knowledge including operational, technical and hotel operations preferred.
- Demonstration of customer and team focus.
